  • After many consumers complained of unexpected charges on their wireless phone bill, the Federal Communications Commission initially proposed new rules to help address the situation. However, due to the efforts of the wireless phone company trade association (CTIA), the FCC has agreed to voluntary guidelines instead. On Monday, at the Brookings Institution in Washington, D.C., FCC, CTIA and Consumers Union representatives announced the agreement regarding wireless telephone billing guidelines. CTIA represents wireless phone companies serving 97 percent of the nation's wireless customers. The Consumers Union is the public policy and advocacy division of Consumer Reports.
