Bernadine was born April 29, 1932, in Malta, the daughter of Charles C. and Claudia I. (Allen) Hill. She was a 1950 graduate of Malta-McConnelsville High School and earned her bachelor of music education degree from Otterbein College in 1954. She later earned her post-graduate degree from Ohio University.
