NEW HAVEN -- A city police officer is seeking intervention by the Board of Aldermen in his attempt to purchase a city-owned lot in Wooster Square. Ten-year veteran Officer Charles Gargano is proposing to build a two-family house at 9-11 Brown St. and occupy one of the units, and has offered the city $55,000 for the parcel.
Business owner Lawrence Moon, owner of C. Cowles & Co., manufactures automotive parts, boiler controls and lighting fixtures, made a competing proposal to use the site as a parking lot for his employees. His offer was $50,000.

On March 21, 2011, the EPA promulgated national emission standards for the control of hazardous air pollutants from new and existing industrial, commercial, and institutional boilers and process heaters at major sources of hazardous air pollutants. On that same day, the EPA also published a notice announcing its intent to reconsider certain provisions of the final rule. The EPA subsequently issued a notice on May 18, 2011, to postpone the effective dates of the final rule until judicial review has been completed, or the agency finalizes its reconsideration of the standard, whichever is earlier.
