Virginia desperately needs transportation dollars and won't raise them in government's usual way - by levying sufficient taxes to cover costs. That limits options to beg, borrow or steal. Except that borrowing is out; Gov. Bob McDonnell ran up some $3billion in debt last year. So, setting begging aside for the time being, this year the Republican proposes stealing: raiding the general fund, which pays for the state's already diminished core services - schools, public safety and other such trifles - to pay for roads.
The U.S. Supreme Court would be wise to accept the Commonwealth of Virginia's petition for an immediate review of its constitutional challenge to ObamaCare. State Attorney General Ken Cuccinelli is concerned that conflicting federal court rulings -- split 2-2 to date -- have created enough uncertainty about implementation -- Should it be? Can it legally be? -- to warrant the high court's expedited consideration.

Manhattan will be a dangerous place this week for President Obama, where the terminally envious of the world are waiting at the United Nations with envy, arrogance and outstretched begging bowls. The diplomats representing the envious countries, some of them little more than tribes with flags and an embassy in a rooming house on a side street in Washington, have cooked up an interesting week to blunt the skepticism of a growing number of scientists who are finding the courage to say what they believed all along, even as Ban Ki-moon, the secretary-general of the United Nations, and others insist that time is running out to make the sun change its spots, the tides recede and the weather behave itself.

LONG BEACH - People looking for a handout soon won't be able to put their hand out in certain parts of Long Beach. The council voted unanimously Tuesday to have the city attorney draft new laws against aggressive panhandling and prohibiting solicitation altogether in some locations.
When the Niagara Experience Center was named a key project by the Western New York Regional Economic Development Council, supporters were thrilled that the once-stalled interactive museum suddenly had new life. Absolutely delighted," said Eddie Friel, a Niagara University tourism professor who heads the Experience Center's nonprofit board of directors. "That presented the right mechanism, the right opportunity for us to raise the issue of the Niagara Experience Center as a critical part of economic development for Niagara Falls and Western New York.
To most people, panhandlers are a pain; an imposition. They're also a reminder that there, but for the grace of God, go we; thus a certain sense of guilt that goes with refusal to give them money -- a sense some of 'em can play like a violin. But begging is a constitutional right, conditioned on the very little government can do to stop it. So Santa Fe's city councilors for several months have been crawling through a legal bramble bush in their attempts at a law more effective than the longstanding, unenforced and probably unenforceable one on the books.
