WASHINGTON - Sen. Richard Lugar is taking another shot at killing sugar subsidies that he claims are keeping food costs artificially high and stuffing huge sums of money in the pockets of a few large producers. Lugar, R-Ind., introduced legislation last week that would eliminate sugar subsidies for sugarcane and sugar beet growers, asserting the program imposes a "hidden tax" on American consumers, forcing them to pay more than twice the world market price for sugar.
