One of the most vexing issues in the national research and development (R&D) picture is the decline in advanced industrial telecommunications research in the US since the breakup of AT&T and the diminution of the mission of its Bell Laboratories. In 2002, the National Research Council, part of the National Academies complex, took note of the situation and assembled a committee to study the problem. Without a continuing focus on telecommunications R&D, the committee's report states, the US will increasingly be forced to purchase technology and services from foreign sources. The term 'neoliberalism' has since around 1980 become a quite widely used exhortation in some political and academic debates. Prolific employment of a term does not signify, however, that it is clearly defined. In this article it is suggested that while the concept itself has become an imprecise buzzword in much of the literature, it might still be given a more precise definition. If this is done, then the term could become a useful analytical device in order to describe some recent trends in economic thought and political theory, even if it would be an obvious overstatement to say that we live in a neoliberal age or a neoliberal world.

Swept up in the growing "constitutionalization" of the law of democracy, political parties today are centerpieces of American law and politics. However, even sophisticated courts and legal commentators adhere to a formalistic view of political parties as discrete, legally defined entities. The Article topples this conventional view of political parties. Drawing from recent research in political science, the Article presents a more realistic deconstruction of political parties and how they operate in American democracy. The Article argues that "parties" are merely a colloquial shorthand for bundles of political relationships, constituting fluid, informal arrangements that defy and transcend legal definition.
