If Colorado voters approve three controversial ballot issues aimed at lowering taxes and curbing government borrowing, 99 percent of the state's general fund would have to be used for K-12 education, a draft analysis by the Colorado Legislative Council shows.
The remaining one percent, or about $38 million, would be left for all other departments, including human services, health care, corrections, higher education, the judiciary and other state agencies, the July 8 memo states.

Wagner examines the role US states can play within Electoral College reform, particularly within the context of state ballot initiatives. Over 200 Congressional resolutions called for the elimination or modification of the college, while public opinion polls from the past 50 years have continually demonstrated that Americans favor abandoning the current system and replacing it with direct election. With state action as the only viable solution for reform, he provides a brief description of the current winner-take-all system, as well as its most viable reform alternatives: the proportional and district systems. He will then consider Amendment 36, which was Colorado's failed ballot initiative to adopt proportional representation for the 2004 presidential election.
