LITTLE ROCK - A bailiff in the court of a judge accused of ethics violations involving a non-governmental probation program he created and ran says he saw the judge collect fees for the program at the courthouse.
Bailiff Richard Day testified Monday as a disciplinary hearing for Pulaski County Circuit Judge Willard Proctor opened before a three-person panel of the Arkansas Judicial Discipline and Disability Commission. The judge is accused of directing defendants into the Cycle Breakers program he started, and maintaining improper relationships with some of them.

A lawyer representing a client with a speeding ticket dispute in Elm Grove Municipal Court ended up in handcuffs after police said he drove drunk to court.
A bailiff smelled alcohol on the breath of Michael W. Steinhafel, 46, of Elm Grove, a police report says. Steinhafel admitted to the officer that he had four beers and drove to court just after 5 p.m. April 1, the report says.
