It has been fairly ascertained that followers of Osama Bin Laden planned and executed an act of terror that left more than 3,000 human beings dead after the impact. Two planes nearly loaded with passengers and tanks almost filled with aviation fuel, crashed into the Towers at a time when most people were arriving for work. The crash killed all the passengers aboard, their flight crews, and a significant number of people who remained in the Twin Towers after the crashes.
Most who testified, including former Mayor Rudy Giuliani, were only able to attest to the heroism of first responders, i.e., those brave men and women of the police and fire departments of New York City, and the Port Authority of New York.

WASHINGTON (AP) - Nearly nine years after a fuel tank explosion caused the fatal crash of TWA Flight 800, safety officials say little has been done to reduce the flammability of vapors in aircraft fuel tanks.
The Federal Aviation Administration announced in February 2004 that it found a filtering system to make fuel vapors less likely to ignite. The agency said that it would propose in the fall of 2004 a regulation requiring that such systems be installed on large aircraft.
