Moments later, the plane collided with a tour helicopter over the Hudson River, killing nine people.
The controller handling the plane and his supervisor at Teterboro Airport in New Jersey at the time of last Saturday's accident have been placed on administrative leave pending an investigation by the Federal Aviation Administration.

The Federal Aviation Administration on Wednesday released the new rules, prompted in large part by the February 2009 crash of a regional airline in which 50 people were killed. An investigation of the crash, which occurred near Buffalo, N.Y., indicated the pilots were fatigued when Continental Connection Flight 3407 took off, although pilot error was listed as the official cause of the accident.
