Companies and banks can achieve significant savings by installing elecronic payments systems. In the US, about 20,000 financial institutions belonging to the National Automated Clearing House Assn. are required to comply with the body's operating rules, which cover the exchange and settlement of electronic payments. The introduction of these standards have made the concept of an electronic payments system more acceptable among businesses and governments not just in the US but also in Mexico, Canada and other countries. In addition, the association launched the Cross-Border Council to ensure the uniform and universal distribution of cross-border payment services. The two main principles followed by the council are universality and preeminence of the national payments systems.
The Commodity Futures Trading Commission (Commission or CFTC) is issuing final rules to implement new statutory provisions enacted by Title VII of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act). On November 19, 2010, the Commission requested comment on proposed rules that would establish a registration requirement that applies to foreign boards of trade (FBOT) that wish to provide their identified members or other participants located in the United States with direct access to their electronic trading and order matching systems. After reviewing the comments submitted in response to the proposed rules, the Commission has determined to issue these final FBOT registration rules substantially as originally proposed, with certain modifications.
