The enormous amount of money changing hands in modern government-run lotteries attracts an equally impressive number of fraud and theft opportunities. In the US, state and multistate lottery operations must apply fundamental internal control principles to protect the sponsoring governmental entity, citizens, and players from scandal being associated with sweepstakes games. In this article the authors describe some of the internal controls the Texas Lottery Commission uses to maintain the security and integrity of its lottery system. Though these controls are specifically for lottery operations, the underlying tenets on which the controls have been built are useful in any organization as is the importance of considering external relationships in the process of designing a control system....

The premise of this article is that the use of an opinion of borrower's counsel as to the perfection and priority of the lender's security interest in the pledged equity collateral securing a real-estate mezzanine loan, and as to the "protected purchaser" status of the lender as a "purchaser" of the equity collateral, makes little sense under any rational cost-benefit analysis. In lieu of such a legal opinion, Uniform Commercial Code (UCC) mezzanine insurance offered by Fortune 500 land-title companies is much more cost-effective -- and a claim will not otherwise lead to the bankruptcy of the opinion-giving law firm. Although admittedly biased, the point of this article is that the answer to the TriBar Report and the cost of closing opinions in commercial transactions is UCC insurance.

In the context of the development of e-commerce on the Internet, a lot of electronic payment systems have been set up in order to secure online payments. To understand the success of Internet payment systems it is necessary to analyse the strategies of e-commerce actors: consumers, "cyber merchants", managers of networks (telecommunications and payment), suppliers of electronic payment services and banks. Competitive balance is highly desired in professional sports leagues, yet measurement of the concept is not well established. The definition of firm/team goals in a professional sports league and its connection with competitive balance has typically been assumed rather than studied. Using fan welfare as the goal of the firm, the current research attempts to link competitive balance with fan welfare through the use of what is termed the "hope" construct. A market survey of 367 individuals in a Major League Baseball market empirically supports the use of the hope construct in competitive balance. Suggestions for future research are presented.
