The Port Authority agreed Thursday to build the Sept. 11 memorial at Ground Zero, putting the massive public agency on the line to deliver a memorial on time and on budget. Anthony R. Coscia, the authority's chairman, said the organization could still stop the project if research suggests the price would be higher than a recent estimate of $510 million. Other work, including building a visitors' center and preparing the foundation, could bring the cost to $740 million.
