INCOMING elected leaders usually kick off their tenure by dumping the loyalists of their predecessor from positions of power and replacing them with their own supporters. While this serves both practical and political needs, the choices can tell a lot about the way the leader will lead.
That's why it's ominous that one of Jerry Brown's first acts as governor was to wipe out the reformers on the 11-member California State Board of Education and replace them with political hacks and educational has-beens. On Wednesday, he named seven new members to the board. In so doing, he removed existing members, including the two most vocal reformers - Board President Ted Mitchell and Ben Austin.
