Augusta has spent 10 years and $2.3 million trying to relicense its canal with the Federal Energy Regulatory Commission - but on Friday the city threatened to withdraw its application unless a compromise can be reached over certain environmental issues.
Without the city's participation, the canal's future use could undergo a change, officials say.

A federal agency concluded Tuesday that a compromise plan to govern flows in the Savannah River shoals will be sufficient to protect the environment and ensure continued operation of the Augusta Canal.
The Federal Energy Regulatory Commission, in a 513-page Final Environmental Assessment, also recommends relicensing the Augusta Canal subject to a list of stipulations that include fish-passage devices and monitoring for rare and endangered species in the area.

Environmental groups and wildlife organizations want a federal agency to reconsider a plan that they contend would preserve water levels in the Augusta Canal at the expense of the Savannah River shoals.
The Federal Energy Regulatory Commission, which is evaluating Augusta's application to relicense its canal, examined minimum flow suggestions proposed by natural resource agencies and compared them with Augusta's proposal.

* The Federal Power Act requires Augusta to license its canal and diversion dam with the Federal Energy Regulatory Commission because of its impact on the nearby Savannah River.
* The license guarantees control over the 158-year-old waterway, which provides Augusta's drinking water and hydropower for mills.
