EAST AURORA, N.Y. - , 83, died Feb. 19, 2006, at NYS Veterans Home, Batavia, N.Y., after a long illness. Born Oct. 31, 1922, in Sheldon, N.Y., he was a tool and die maker at Ford Stamping Plant in Buffalo, N.Y., from 1952 until his retirement in 1982. Mr. Dominesey attended Attica Central High School and was a veteran of the U.S. Coast Guard, where he was a seaman, second class (reserve). In a lawsuit filed by a group of parents who alleged Attica Central Schools was not providing an appropriate education to their children - many of them who are disabled - the U.S. Court of Appeals, Second Circuit, determined it was permissible for the plaintiffs to bypass the school district's administrative review process by bringing their claims directly to federal court. Where the plaintiffs claimed that their school district failed to properly evaluate and provide appropriate educations for its disabled students as required by the Individuals with Disabilities Education Act (IDEA), the U.S. District Court for the Western District of New York granted the plaintiffs' motion for class certification.
