In the paradigmatic case, both features are present, but criminal law also allows for liability where either of them is absent.   • While the media are important in keeping our institutions both strong and competitive, their coverage of policy making, particularly at the local and state levels, is lacking. This case study examines the impact of the media on decisions at post-secondary institutions. It looks at the failed attempt of Northwest Missouri State University to merge with the University of Missouri system in 2003/2004. Although mass media coverage was important in informing the public about the decision, it had little impact on decision makers and ultimately the decision to not go through with the merger.
