This article summarizes Nuclear Regulatory Commission (NRC) activities relating to new nuclear power plant initiatives. The time frame covered by this report is Jun 1, 2006 to Jun 30, 2007. Momentum in NRC activity related to new plant initiatives, spurred by the Energy Policy Act of 2005 incentives, continues. Activities of the NRC in support of, and preparation for, these new nuclear power plant initiatives fall into three major categories: 1. activities related to Early Site Permits, 2. activities related to Design Certification, and 3. activities in preparation for reviewing new combined license applications. A Friday vote has left the fate of the Yucca Mountain nuclear waste repository hanging in the balance. The Nuclear Regulatory Com mission (NRC) is deadlocked 2-2 over whether the Energy Department could withdraw the license application for Yucca Mountain.
The commission's Atomic Safety and Licensing Board had decided it could not do so. At the same time, the NRC instructed the board to close the file on the application by Oct. 1, rendering the site inoperable. It's an apt symbol of the Obama administration's habit of backing hard-left "progressives" while thwarting real progress.
