Mid-City residents who say Mayor Ray Nagin broke the law by agreeing to put a new Veterans Affairs hospital in their neighborhood will have their day in court Friday.
At issue is whether the mayor disregarded the city charter when he signed a memorandum of understanding with the VA in 2007 to secure 34 acres in Mid-City for its new facility. The suit filed July 14 claims Nagin ignored the city charter and state law when he did not hold public hearings before the City Planning Commission and the City Council before entering into the MOU to buy land and close streets.

Brian Noland, chancellor of the state Higher Education Policy Commission, plans to bring together a state Internet services agency and the state Office of Technology to discuss ways the agencies could save money.
At a commission meeting Thursday afternoon, Noland said he would issue a "memorandum of understanding" for the talks between Morgantown-based WVNET and the technology office, and then develop a report to present to Higher Education Policy Commission members in April.
