WASHINGTON (AP) - The United States announced harsh new penalties on the Iranian military and state-owned banking systems Thursday, raising pressure on the world financial system to cut ties with a regime the West accuses of bankrolling terrorism and seeking a nuclear bomb.
The U.S. sanctions on elements of Iran's vast armed forces and its largest bank are the most sweeping since 1979, when the takeover of the U.S. Embassy in Tehran ruptured diplomatic, business and military ties.

Star Bank has formed a partnership with PHH Mortgage to offer home loans to customers of the bank and its owner, Armed Forces Benefit Association, as part of an effort to reshape the bank to better serve the Colorado Springs area market.
The Springs-based bank began offering mortgages through the partnership Wednesday with a three-person team that takes and processes the application, then sends it to PHH for underwriting and closes the loan after it is approved. The bank will then sell the loan to PHH, which will sell it in the secondary market but continue to handle payments and other administrative duties, said Mike League, 5 Star's president and CEO.

The DFI's 2000 review of 17 state payday lenders found the average loan applicant has annual earnings in the low $20,000s, is more likely to rent than own and takes out loans with an average repayment time of 14 days, usually to cover emergency expenses. It led the federal government to cap interest rates for payday loans to U.S. armed forces members, due to perceived predatory lending to them and their spouses. State Bank of La Crosse senior vice president Wayne Oliver said he had to chase away a crew slapping payday loan ads on vehicles in the State Bank employee parking lot in downtown La Crosse.\n But while payday lenders have acted within the law, he questioned whether the practice is "morally or ethically" responsible.
