An Arkansas agency executive cannot claim his plan to publicly criticize the governor's administration led to immediate termination in violation of the First Amendment, the 8th U.S. Circuit Court of Appeals held Monday. Randall Bradford, Arkansas' former executive chief information officer, filed suit against Gov. Mike Huckabee, three members of the governor's staff and the director of the Arkansas Department of Information Systems, alleging he was constructively discharged in violation of the First Amendment after the governor cut Bradford's resignation notice short.
