The Columbia City Council is preparing to fund eight downtown surveillance cameras more than a year after voters approved them. The cameras and all the other equipment would cost about $75,000. The city council in 2009 set aside two-thirds of that, and the Downtown Community Improvement District recently agreed to put up the rest, $25,000.
Iowa gave its Governor limited item-veto power via a constitutional amendment in 1968. Since then, a half-dozen Iowa Supreme Court cases have clarified the meaning and scope of the amendment, which allows the Iowa Governor to item veto only "items" within "appropriation bills." In Rants v. Vilsack, decided in June 2004, defining "appropriation bill" again proved to be a complex task. This Note discusses the Rants case and analyzes its outcome. First, this Note argues that the decision comports with precedent and separation of powers principles at a cursory level, and therefore was an appropriate and foreseeable resolution to the case. Funding for a proposed Urban Warfare Analysis Center in Shawnee is included in the defense appropriation bill approved by a U.S. House committee Tuesday. The center would have 100 jobs with an average salary of more than $70,000, said U.S. Rep. Ernest J. Istook, R-Okla. The bill includes $5 million for the center.
WE DODGED another shutdown but only until Nov. 18. That's when the next temporary bill to keep the government going runs out. House Republicans want more cuts as their price for another stopgap spending bill. Among other items, they're demanding major cuts in a nutrition program for low-income women and children. The appropriation bill the House passed June 16 would deny benefits to more than 700,000 eligible low-income women and young children next year.
Almost $18 million for Oregon Ports, wetlands, and reservoirs was approved by a U.S. Senate appropriations committee for a list of water and energy projects. The appropriations bill will now go to the full Senate for approval, and then to the president. Several of the projects on the list are located in the southern Willamette Valley and coastal region. A study of enhancements and restoration projects on Amazon and Cedar creeks, near Eugene, would be given $350,000.
