MADISON (AP) - Lawmakers say their constitutional authority to control state spending has been eroded by a veto that gave Gov. Jim Doyle's top aide the power to appropriate funds.
They are considering legal action to challenge a veto that handed Administration Secretary Marc Marotta the ability to "transfer moneys to any appropriation account or fund from the general fund.

There was no signed written document for the sale of the property. There were no facts to demonstrate that promissory estoppel or the doctrine of partial performance applied. The trial court properly granted summary judgment. Since Piper did not have any compensable interest in the property, the trial court properly granted the motion to dismiss Piper from the appropriation proceedings. Heffner Investments and Piper agreed to Piper placing rent money into an escrow account. Therefore, we remand for a determination as to whether the payments into the escrow account were current. To the extent that Piper's rent payments were not current, the trial court properly determined the prejudgment interest rate to be applied.
