Last week, I promised you a new national anthem. The first challenge in writing one was to find a tune more appropriate than ours, which was, after all, an old barroom song written by a Brit around the time King George III was impolitely taxing our tea. Plus, the music is so stupidly difficult to sing that getting it right was viewed as a sobriety test, warranting another round of drinks.
My first choice was something I thought sweetly American: Stephen Foster's "Oh! Susanna." Alas, it turns out the original lyrics begin this way: "I come fum Alabama wid' my banjo on my knee / I'se gwine to Loo-siana, my true lub for to see." From there, it gets a lot less racially sensitive. So, that was out.

BANGOR - Anthem Blue Cross and Blue Shield of Maine is challenging a 2009 ruling by insurance Superintendent Mila Kofman that prohibited the company for one year from building profits into monthly premiums for the nongroup, individual insurance policies it sells.
The no-profit ruling was upheld in a Maine Superior Court appeal in 2009. Now, calling the case pivotal to defining the authority of insurance regulators, Anthem has brought its challenge to the Maine Supreme Judicial Court.

ATTACKS ON VIETNAM
China recently has stepped up its flexing of big-power muscles on several fronts as Southeast Asian states challenge Beijing's sweeping claims of sovereignty over the resource-rich South China Sea. Beginning June 8, a massive, highly organized hacking attack emanating from China was carried out against several hundred key Vietnamese Internet sites, including the official website of the Vietnamese Foreign Ministry. The attacks paralyzed all the sites and left them covered with Chinese national flags and music files that played a jingoistic rendition of the Chinese national anthem.

Jeanne Crocker could be characterized as optimistic. As the principal at South Portland High School, she needs to be. But Crocker did not hold high hopes upon entering the Anthem Blue Cross and Blue Shield's Healthy Communities Principal's Challenge.
The program was based on a firm faith in the trickle-down effect. If high school principals improved their health, it proposed, the trend would eventually infiltrate their student bodies. Six local principals participated, receiving points for completing various healthy activities over a six-month period that ended in December. They were also judged on their ability to incorporate the school community into their efforts.

Tomblin, a longtime Logan County lawmaker, has been acting as governor for the past year but became the states duly elected leader following the Oct. 4 election. His inaugural address hewed closely to his campaign message about the states relative financial stability. AUGUSTA - Maine Superintendent of Insurance Mila Kofman this week ruled on a proposed increase in monthly health insurance premiums by Anthem Blue Cross and Blue Shield of Maine, granting the Indiana- based company an average 14 percent increase for its nongroup individual policies. That's lower than the 23 percent increase Anthem had requested for the period of July 1, 2010, to June 31, 2011.
An Anthem spokesman said Friday that the company is reviewing the superintendent's decision and may appeal it.
