The way Israel's Prime Minister Benjamin Netanyahu treats Jerusalem will indicate his seriousness in pursuing peace. Official statements insisting Jerusalem is a united city camouflage its abundant disputes and factions. Expanded East Jerusalem has not been officially annexed by Israel, and its future should be part of negotiations with the Palestinians. Negotiators should note the flexibility on this issue indicated by public opinion polls.

The final report on problems with the civil justice system, prepared by the American College of Trial Lawyers Task Force on Discovery and the Institute for the Advancement of the Legal System (IALS), urges courts to raise the possibility of mediating all or part of a case when appropriate and order the parties to engage in mediation, unless both sides say "no." The recommendations are the results of a survey of over 1,300 IALS members who responded to a questionnaire designed to determine whether discovery is perceived as a problem in civil litigation.

The city of Seminole will get to keep about $1 million collected in sales taxes from businesses operating on land the city had improperly annexed, according to a ruling issued Tuesday by the Oklahoma Supreme Court.
Though attorneys for the businesses argued such a ruling will serve as an example to other municipalities that they may illegally impose a tax on businesses with no fear of restitution, the court found that the judicial branch has no authority to issue the tax refund requested, or to force the city to pay the businesses' attorneys' fees.
