MILWAUKEE (AP) - Wisconsin becomes the first state in the nation Tuesday to require registration of livestock locations, the first of three steps to help governments prepare for an animal disease outbreak, officials say.
People saw what happened when foot-and-mouth disease broke out in Europe several years ago and asked, 'What's going to happen in Wisconsin?'," said Robert Fourdraine, chief operating officer of the Wisconsin Livestock Identification Consortium, which is spearheading the law's implementation.

Help Small-scale Organic Farmers Fight the National Animal Identification System; the Northeast Organic Farming Association has called upon Douglas Petersen, the newly appointed Massachusetts Commissioner of Agriculture, to halt his department's latest attempt to turn over to the federal government data showing the locations of all livestock animals in the state. In addition, the group has urged state farmers & animal owners to "opt out" of the program. According to NOFA, the program is designed to reassure foreign markets that US meat animal production can be traced in the event of a disease outbreak, & it is not appropriate for small scale producers who raise food for themselves or for local markets. The costs to small farmers of complying could put them out of business & r...

England's latest outbreak of the highly contagious animal foot- and-mouth disease or, if one prefers, hoof-and-mouth, is yet another warning flare of the massive disruption in commerce and way of life that could happen here should we be so plagued.
According to news accounts, the suspected farm site that is ground zero of the new outbreak has been rigidly quarantined in a radius of 10 kilometers. That is 6.21 miles, a huge radius to describe an area into which nothing goes and out of which nothing comes and most animals inside die by execution.

We are removing lists of regions classified with respect to certain animal diseases and pests, and lists of States approved to receive horses imported from foreign regions where contagious equine metritis (CEM) exists, from our animal and animal product import regulations. Instead, the lists will be posted on the Animal and Plant Health Inspection Service's (APHIS') Web site. The regulations will provide the Web address and explain APHIS' criteria and processes for adding a region or a State to, or removing a region or State from, each of the lists. Because the lists will no longer be in the Code of Federal Regulations, changing the lists will no longer require rulemaking. We will keep the public informed of changes to the lists and provide opportunity for public comment through publica...
