The Common Council voted Wednesday to sell 79-81 Canal St. to the Hydraulic Race Co. and also scheduled a public hearing for April 20 on a revised ward map.

As the implementation of the city's new garbage and recycling system was postponed again, city officials acknowledged Wednesday that a computer chip embedded in each recycling bin could be used to track individual recycling totals.
However, in a 75-minute markup session, the Common Council accepted Alderman Andrew D. Chapman's request that the law governing the new garbage system be amended to specify that recycling is voluntary.

Lame-duck Alderman Jack L. Smith Jr. said he has revived his proposed public nuisance law and will try to get it passed at the Common Council's final meeting of the year Dec. 21.
