In his latest book, "Betrayal," David Pryce-Jones states that not only has France betrayed its Jewish citizens but also itself. There has long been a stratum of French society that has never quite accepted the French revolution but maintained an exclusive sense of French superiority. Members of this group considered the French Ministry of Foreign Affairs (the Quai d'Orsay) their natural home and not until the 1950s were Jews and Protestants even considered for appointment.
It made for a rather ingrown, highly literate, but not very effective instrument for foreign policy. The establishment had a romantic attachment to the Holy Land (Palestine) dating from the Crusades, and schools with instruction in French proliferated throughout the Turkish and Arab Near East.

The effects of a U.S.-, Canadian-, and French-led embargo on foreign aid (upon which the Haitian state is almost completely dependent) during Aristide's second administration get short shrift in Dupuy's historical survey, as do Aristide's social-investment programs, which provided literacy and health care programs for Haiti's poor for the first time in the country's history. Supportive though sometimes critical of the Lavalas political project - whose mobilization he calls "the decisive event of contemporary Haitian politics"-Hallward depicts in great detail how a loose coalition of elites, foreign states, and donor-civil society groups worked in tandem to demonize the movement, leading to the 2004 ouster.

International capital flows are strongly influenced by country-specific patterns that can be best understood in historical and comparative perspective. A long-term empirical analysis of French and German investment in Spain reveals that the core capabilities of foreign firms and their relations with local partners have spurred the rise and development of two national models of international investment, characterized here as "political" and "technical." The research identifies the main actors and the ownership advantages of the two models that have proved to be so resilient over time.

DON'T LEAVE DAMASCUS
The Syrian foreign minister this week warned the U.S. and French ambassadors that they will face severe travel restrictions if they leave Damascus again without government permission.

BEIRUT - Syria's president faced a growing challenge to his iron rule from home and abroad Wednesday, with renegade troops launching their most daring attack yet on the military and world leaders looking at possibilities for a regime without Bashar Assad.
France recalled its ambassador to Damascus in the wake of recent attacks against diplomatic missions and increasing violence stemming from the 8-month-old uprising. French Foreign Minister Alain Juppe warned that "the vise is tightening" around Assad, and a government spokeswoman said Paris is working with the Syrian opposition to find an alternative to the regime.
