EPA is proposing to partially approve and partially disapprove State Implementation Plan (SIP) revisions submitted by the Governor of Utah on February 22, 1999. These revisions updated the State of Utah's maintenance plan for the 1-hour ozone standard for Salt Lake County and Davis County. As part of this action, EPA is also addressing certain actions it took in 2003 concerning such maintenance plan. This action is being taken under section 110 of the Clean Air Act (CAA).

Generations of West Point plebes have memorized General Winfield Scott's encomium to their Mexican War forbears: I give it as my fixed opinion, that but for our graduated cadets, the war between the United States and Mexico might, and probably would have, lasted some four or five years, with, in its first half, more defeats than victories falling to our share; whereas, in less than two campaigns, we conquered a great country and a peace without the loss of a single battle or skirmish. The lack of "voluntariness" to a reasonable mind is a clarion indicator that that student has now been given another "status". He is no longer a child student.
A carpenter I happen to know extremely well, once experienced first hand the fight or flight syndrome. He had forgotten that he had placed a 14 foot 1 x 6 across the tops of two ladders. He moved the first ladder. Pow!- the 1 x 6 came crashing down, creasing a tiny rivulet of crimson on the left side of his head. Our man whirled around in sheer shock, anger and pain. Teeth and fists clenched looking for...

William Davis, the first black man nominated for governor in West Virginia and Booker T. Washington's first teacher, may be a forgotten piece of West Virginia history, but more than 100 years later, his great-grandchildren are trying to change that.
Siblings Florence Berger and Ronald Woodson are working to have Davis included in the history books.
