The summer of 1933 was wet. There was no other way to describe it. It was hot and humid, and a series of thunderstorms drenched the region week after week. // The rain was slow to drain away because Norfolk, the city by the Bay, would more accurately be called Norfolk-in-the-marsh. Early in the city's history, creeks and streams were filled to make dry land, and then paved over to make modern streets.
When City Hall Avenue was still Town Back Creek, it was spanned by an arched stone bridge that today is remembered only by a marker next to the federal courthouse.
