of of James City County, died March 18, 2004, at Sentara Williamsburg Community Hospital. Mr. Foster was born in Norfolk on Aug. 29, 1922, to Lewis Allen Foster and Margaret Shipp Foster. He was graduated from Maury High School and attended the Norfolk Division of the College of William and Mary. He entered the University of Virginia in 1941 where he lived on The Lawn, then left to enlist in the U.S. Army Signal Corps in 1943. He served as a liaison between American and French forces during the liberation of southern France and for the duration of the war and in 1945 was awarded the Croix de Guerre by the French government.

DAYTON -- Four Dayton churches will open their doors to local youth this summer in an experimental collaborative effort to address the problem of teen violence in the community.
The six-week "summer camp" will give kids ages 5 to 15 something constructive to do in a safe environment while school is out, said the Rev. Allen Foster, executive director of the non-profit Young Disciples, Inc. Foster is coordinating the program that will run weekdays from June 13 through July 22.
