Dance instructor Celia Taylor admits getting a little depressed driving past the devastation in the Lower Ninth Ward and St. Bernard Parish on her way to teach in Chalmette. I know what joy music and dance does for you, and these kids have been through so much. To have a child hug you and say 'I love you' is worth everything, said Taylor, an instructor for the New Orleans Ballet Association's St. Bernard After School Ballet Program. Taylor gives free ballet lessons at St. Bernard Unified School to children 6 to 18 years old. Nothing illustrates New Orleans' contradictions as much as a comparison of poverty and education levels, and a new analysis of 2010 U.S. Census data by the Greater New Orleans Community Data Center shows the city's residents surpass national averages on both fronts.
One-third of New Orleans residents have a bachelor's degree or higher, a rate that is slightly but noticeably greater than the national average of 28 percent. Yet the city's poverty rate of 27 percent is nearly double that of the nation. The local poverty rate has been steady over the past decade even as the proportion of residents with bachelor's degrees has spiked 27 percent.

Lack of a citywide economic development plan for New Orleans has been a traditional complaint among the business community and its supporters on the city council: too many incentive-granting agencies operating on their own agenda; no vision, direction or oversight from city administrators; and apathy when it comes to exploiting the city's strengths and mending its weaknesses.
These were the underlying arguments for creating a public- private economic development organization, which Mayor Mitch Landrieu moved swiftly to do after taking office in May 2010. Now, almost five months since starting its work, the New Orleans Business Alliance is sketching out its plan.
