Many American cities are facing budget shortfalls in 2010. The mayor and city council in Omaha, Nebraska addressed the shortfall by unilaterally requiring retirees to pay a portion of their health insurance premiums, despite labor contracts requiring the city to pay the entire premium. The contract clause in the United States Constitution prohibits states (and cities) from interfering with the obligation of contract; however, this prohibition is not absolute. This paper examines whether or not Omaha can legally require retirees to pay a portion of the premium.

FRA is issuing this notice to advise the public that FRA with the Iowa Department of Transportation (Iowa DOT) will jointly prepare a Tier 1 Environmental Impact Statement (EIS) to evaluate potential passenger rail improvements for the Chicago, Illinois to Omaha, Nebraska regional passenger rail system in compliance with the National Environmental Policy Act of 1969 (NEPA). A difference in billing rates and little opportunity to expand the Omaha, Neb., office motivated Spencer Fane Britt & Browne to close down that firm branch, says Chairman Mike Saunders.
Saunders said the five-attorney office will be phased out by the end of the year. Two of the partners in the Omaha office plan to leave by May, Saunders said.

The FAA is taking this action to enhance the safety and management of Instrument Flight Rules (IFR) operations for SIAPs at the airport.
