This case relates to business firms (mostly small business) who sell and install residential air conditioning and heating equipment as a major part of their business. More specifically, this case analyzes "what" (the contents) is included in the contractors' proposals presented to sell and install this equipment. The objectives of this case study are as follows: (1) to show that these proposals lack clarity, completeness, and mutual comparability; (2) to suggest how to address these problems when writing such proposals; (3) to help students learn how to analyze business proposals; and (4) to show the process of selecting one proposal, out of many, dealing with such products. In accordance with the American Recovery and Reinvestment Act of 2009 (Pub. L. 111-05, approved February 17, 2009) (Recovery Act), and implementing guidance of the Office of Management and Budget (OMB), this notice advises that certain exceptions to the Buy American requirement of the Recovery Act have been determined applicable for work using Capital Fund Recovery Formula and Competition (CFRFC) grant funds. Specifically, exceptions were granted to the Philadelphia Housing Authority for the purchase and installation of a single zone, ductless split Heating, Ventilation and Air Conditioning (HVAC) system for the Plymouth Hall Apartments project, and to the Chattanooga Housing Authority for the purchase and installation of linoleum flooring for its Fairmount Avenue Townhomes project.

GREENVILLE Work is progressing on the renovations and upgrades being made in the Greenville Middle and High School for energy savings, but the work wont be completed before school starts on Sept. 6. School officials in July authorized an upgrade to the heating, ventilation and air conditioning system in the school and the installation of a wood pellet boiler, the latter of which is being funded, in part, by a $750,000 federal stimulus grant awarded through the Maine Forest Service. The remainder of the projects cost, $1,250,000, is being financed through a local bond referendum approved on June 8, 2010.

Hamden High School will be closed until late August, when air- conditioning installation is completed. This week, a crane hoisted 14 new units to the roof, containing mechanisms for heating, ventilation and air conditioning. The school was renovated in 1998 without air conditioning in its new section.
