The Secretary is issuing updated waivers and modifications of statutory and regulatory provisions governing the Federal student financial aid programs under the authority of the Higher Education Relief Opportunities for Students Act of 2003 (HEROES Act). The HEROES Act requires the Secretary to publish, in a notice in the Federal Register, the waivers or modifications of statutory or regulatory provisions applicable to the student financial assistance programs under title IV of the Higher Education Act of 1965, as amended (HEA), to assist individuals who are performing qualifying military service, and individuals who are affected by a disaster, war or other military operation or national emergency, as described in the SUPPLEMENTARY INFORMATION section of this notice.

Portland officials spoke out against proposed state budget cuts Wednesday, saying the changes could push more people into the city's emergency shelters, leave thousands unable to afford medicine and force a health clinic for the homeless to close its doors.
City officials said they are especially concerned about proposals to restrict access to MaineCare health insurance and to no longer provide aid through General Assistance, a program paid for by the state and communities, to people who qualify for federal cash assistance.

House rejects farm subsidy cuts WASHINGTON -- The Republican-led House voted to slash domestic and international food aid Thursday while rejecting cuts to farm subsidies. A spending bill to fund the nation's food and farm programs would cut the Women, Infants and Children program, which offers food aid and educational support for low-income mothers and their children, by $868 million, or 13 percent. An international food assistance program that provides emergency aid and agricultural development would drop by more than $450 million, one-third of the program's budget. Under the Disaster Supplemental Nutritional Assistance Program, called D-SNAP, 74,230 Connecticut residents got extra aid ranging from $200 to $1,202, depending on family size, for food lost as a result of the hurricane. Among those receiving the aid were 800 employees of the state, including workers in the Department of Social Services, which administered the D-SNAP program.
