Warnings, notices and collection agency letters didn't work, so the state is using a more aggressive tactic as it goes after toll cheats: It is threatening to suspend the vehicle registrations of 131 alleged toll violators -- a mix of companies and individuals who owe roughly $2.5 million in tolls and fees -- if they don't pay up.
The list of alleged scofflaws released Thursday by the New Jersey Turnpike Authority include at least five Bergen County and two Passaic County companies. Atlantic Coast Contracting of Teaneck is listed as violating tolls 886 times, resulting in a debt of $26,261 in combined tolls and fees, more than any other Bergen County violator on the list.

A collection agency could be sued under state consumer protection law for sending aggressive notices on behalf of insurance companies in an attempt to recover subrogation interests from uninsured and underinsured drivers, the Washington Court of Appeals has ruled.
The agency was hired by two insurance companies to pursue subrogation claims against drivers involved in accidents with their policyholders. The plaintiffs, an underinsured driver and an uninsured driver, sued under state consumer protection law, alleging that notices they received from the agency were deceptive in that they were made to look like actual debt collection notices and falsely represented that there was an "amount due" as if it were based on a debt they actually owed rather than a tort claim.

When an uninsured person receives a bill from a hospital, it will likely be three or four times what an insured person would be charged. That's because the insurer has negotiated significant discounts from the hospital. Thus wealthy and middle-income workers with insurance get the best price for a hospital stay; lower-income uninsured people get the highest price - and an aggressive collection agency if they can't pay the bill.
