A growing number of Memphians, along with more Americans across the country, are complaining that debt collectors are using shady and possibly illegal practices to hound them for payments, a Scripps Howard investigation has found.
Complaints this year to federal authorities about unscrupulous debt collectors are on pace to be more than 6 percent higher than two years ago. According to a Scripps Howard analysis of Federal Trade Commission data, Americans levied nearly 228,000 objections about debt collectors from 2007 through this May, the last full month for which Scripps Howard received records.

Moses Carey, Piedmont Health Systems, Orange, Chatham, Alamance and Caswell counties: "We will probably see a widening of disparities because of the direction the health care field is going. More and more people are having difficulty getting access to health care and more are uninsured because of the economy. We see a lot showing up at our center. Most community health centers in this state and other states--despite the fact that there have been some additional resources in the pipeline--are struggling to maintain the bottom line. I'm a big believer in this technology," [Tom Gillespie] said. "It's been a tremendous help to us. We've been able to increase our collections and keep our staff levels where they are.
"With a collector, he's fishing and trying to find out what the consumer will go for," said Matthew Hill, director of sales and marketing for InterProse in Vancouver, Wash. "But with a virtual agent, the consumer is sitting at home with a cup of coffee and carefully reviewing three different payment plan offers. They often take the more aggressive option because when they're online, they have time to think about it. And if at any time they don't like the experience, they can just close their browser."
"I'm one of those people who can remember when automation came into the collection business," Gillespie ...

Memorial Health System has adopted a new, softer touch that makes it easier for patients to pay off unpaid medical bills.
The hospital used to give patients four months to pay off their debt -- no matter how large their bill -- and charged interest on outstanding balances. Now Memorial has:
