Survey Highlights Impact of Identity Theft--A recently released survey by the Bureau of Justice Statistics finds that an estimated 11.7 million persons, or about five percent of all persons age 16 or older in the United States, were victims of identity theft during the two years prior to being surveyed in 2008. Financial losses related to identity theft are estimated at more than $17 billion. According to the survey, men and women were equally likely to experience identity theft; however, a greater percentage, or 6 percent, of persons ages 16 to 24 were victims of at least one type of identity theft compared to 3.7 percent of persons age 65 or older. Credit card borrowers can have balances on the same card at several different rates at once. By choosing a favorable method of allocating payments to balances, issuers can substantially raise the interest rates paid by borrowers. The impact of this policy on risk-based pricing is examined using computer-simulated accounts. It is found that the prevailing policy used by issuers causes inverse risk-based pricing. In addition, a survey shows that few credit card users understand the impact of payment allocation. The impact of recent legislation on payment allocation policy is also examined.

The Supreme Court recently heard argument in the cases of two Florida inmates who are serving life sentences without parole for crimes committed when they were teenagers. Harris Sullivan was convicted of two counts of sexual battery committed when he was 13. He is now 34. Terrance Graham, 22, received a life sentence for an armed robbery conviction at the age of 17. Attorneys for Graham and Sullivan argued that sentencing teenagers to life sentences for non- homicidal crimes amounts to cruel and unusual punishment in violation of the Eighth Amendment.
