WASHINGTON, March 14 /U.S. Newswire/ -- The Save Darfur Coalition and a former U.S. representative to the African Union peacekeeping mission in Darfur, Sudan are urging Congress to add $100 million for the African Union peacekeeping mission in Sudan to the President's initial request of $123 million (out of his total request of $514 million for peacekeeping and humanitarian aid in Sudan). The House is expected to vote on an amendment to the Fiscal Year 2006 emergency supplemental appropriations budget tomorrow or on Thursday.
The urgent need for the dramatic increase in funds is a result of the African Union Peace and Security Council's decision at the behest of Sudanese dictator Omar el-Bashir last Friday to delay a formal request for United Nations peacekeepers until after a Darfur ...

It is unclear just why the African Union decided to put Togo in its sanctioning sights, or by what authority it has done so. The undemocratic succession in Togo has certainly been unfortunate, but the union has its share of autocratic regimes, which apparently feel they have the right to sanction Togo for the same undemocratic conditions that prevail in their own countries.
The African Union's 15-member Peace and Security Council recommended Friday that the union impose sanctions on Togo and suspend the country from the union. The recommendation comes in wake of the military's installation of Faure Gnassingbe to replace his father as president. Gnassingbe Eyadema, died Feb. 5 after 38 years in power. Mr. Gnassingbe has claimed he would hold presidential elections in 60 days, but under T...

International failure in responding to genocide in Darfur should be occasion for the deepest shame. Inaction has already cost hundreds of thousands of lives and caused untold human suffering -- but the catastrophe is far from over. The example of Darfur should prompt considerable reflection on whether the world community feels any "responsibility to protect" civilians endangered because of inaction, or indeed deliberate actions, on the part of their own governments and regimes. The failure of Security Council Resolution 1706, which authorized robust UN and civilian forces, marked a turning point. Resolution 1706 was the real moment of decision for accepting a "responsibility to protect" in the face of Khartoum's defiant claims of "national sovereignty" -- and the international community...

Human Rights groups such as Amnesty International (AI) and Human Rights Watch (HRW) also oppose any deferral at this time. "A Security Council decision to defer the ICCs investigation and or prosecution of any cases in Darfur would constitute political interference with the justice process," AI said in a statement, adding, "Amnesty International rejects any claim by the African Union that the ICCs work would jeopardize ongoing peace efforts.
