The Commodity Futures Trading Commission (CFTC or Commission) is calling for nominations to the Subcommittee on Automated and High Frequency Trading (Subcommittee) under the auspices of the Technology Advisory Committee. The Subcommittee was established to develop recommendations regarding the definition of high frequency trading (HFT) in the context of the larger universe of automated trading. The definition of HFT is anticipated to serve as an initial step towards assessing the presence and impact of HFT in CFTC regulated markets for consideration of appropriate policy responses. Many accounting professionals are striving to raise the bar and enhance the integrity and reputation of accounting. In fact, the intent of New York's recently enacted accounting reform law was to raise standards for all CPAs in the course of using their "professional skills or competencies." The legal profession often uses paraprofessionals to assist in the delivery of legal services. Like New York, many licensing jurisdictions are increasingly expanding the definition of the practice of public accountancy to include accounting, management advisory, financial advisory, and tax services. As such, employment in these areas counts toward the experience requirement for certification.
A bill that provides more transparency, clear standards and a public complaint process will fix major shortcomings in state ethics rules. These are needed changes, and lawmakers should support LD 1008. Following the recommendations of a legislative advisory committee on ethics, the bill's lead sponsors, Senate President Beth Edmonds and House Speaker Glenn Cummings, clarify and strengthen the conflict of interest definition in LD 1008.
