This notice announces a new application deadline for participation in the Advance Payment Model for certain accountable care organizations participating in the Medicare Shared Savings Program scheduled to begin in 2012.
The IRS policy prohibiting advance payment recognition deferment when services contracted for are subcontracted or performed by an affiliate is too restrictive. Generally, those payments are counted when they are received, but contracts that are accounted on an accrual basis that permits deferral to the next year if performed by the taxpayer. If the taxpayer accepts the risks, the potential for abuse is negligible.
In this article we present ethnographic evidence from China and the UK to show that the state's migration discourse is not simply a dominant force imposed externally by the state on migrants, but is itself shaped by migrant strategies. These strategies lead to migratory, employment and survival practices that in turn produce the social phenomena (bogus asylum seeking, an informal labour market, illegal border crossing) that originally informed and justified the discourse itself.
