This study is a qualitative exploration of two distinctive high-profile street drug markets in Sydney, Australia. Semi-structured interviews were conducted with 32 street-level heroin dealers about their experiences of selling drugs in these areas, market organization, drug adulteration and quality assessment practices, and the extent and impact of violence associated with these markets. Most dealers operated independently, working for themselves or in loosely defined groups of two or three with little or no hierarchy while others acted as "runners," selling for others for a percentage of sales. Tenth Survey of White Collar Crime
Criminal provisions are included in the Federal Food, Drug and Cosmetic Act, and the Food and Drug Administration has increased its enforcement efforts beginning in 1991. Statutory elements of the offense include the definition of food, drugs and cosmetics; adulteration or misbranding; and introduction of the item into interstate commerce. An additional element is based on the common law standard of 'responsible relation.' Constitutional defenses have been raised based on the First, Fifth and Fourth Amendments. Impossibility has also been offered as a defense.

Twelfth Survey of White Collar Crime
The Federal Food, Drug and Cosmetics Act provides the US Food and Drug Administration (FDA) with statutory authority to prosecute producers of these products for adulteration or mislabeling. The Act covers food, drugs, cosmetics and devices introduced into interstate commerce. The requirement that the defendant be a responsible party has been added by the courts. Some uncertainty exists about the scope of the FDA's statutory authority, but, since 1991, the FDA has acted aggressively to remove misbranded items from the shelves and question the claims made by natural food producers.
