Police and road safety experts in New Jersey were ready to throw a party last year when traffic deaths dropped an unprecedented 18.4 percent, a trend that has wavered only slightly so far in 2009.
But here's the dirty little secret that nobody celebrates: Pedestrian fatalities are rising exponentially -- 47 percent higher so far compared with last year.

The state Supreme Court Advisory Committee on Judicial Conduct has filed judicial misconduct charges against Harold P. Cook III, the longtime municipal court judge who sits on the bench in Haledon, North Haledon, Ringwood and Wanaque.
Cook, a business entrepreneur whose loan company went bust in 2006, is now the defendant, either personally or in his capacity as a member of more than 40 limited liability companies, in 43 lawsuits in Superior Court in New Jersey. A complaint filed by the Advisory Committee on Judicial Conduct accuses Cook of failing to tell both the state chief justice and the state Administrative Office of the Courts about the lawsuits stemming from his companies' real estate transactions.

Thousands of people who know little about the complexities of the judicial system are being forced to represent themselves in court these days because of drastic budget cuts at Legal Services of New Jersey.
Neither the state Administrative Office of the Courts nor Legal Services keeps track of the number of people who represent themselves, known as pro se litigants.

While others try to put New Jersey's fiscal house in order, an unlikely group of cops and traffic safety bureaucrats may have finally hit on a way to preserve New Jersey's most precious assets - our kids, especially lead-foot teens who are new to driving the family car.
One look at last year's traffic fatality figures tells an incredible story about road safety: Only 20 drivers under 21, including four from North Jersey, were killed in 2010, the lowest figure in generations. That's 44.4 percent fewer than the 36 killed behind the wheel in 2009. That's half as many as the average number of drivers in this age category who died in each of the preceding six years.
