A House committee has advanced legislation that would amend the Bankruptcy Code to offer new protections for employees and retirees of companies that file for Chapter 11 reorganization.
The Protecting Employees and Retirees in Business Bankruptcies Act of 2010, H.R. 4677, introduced by Rep. John Conyers, D-Mich., was advanced Sept. 15 by the House Judiciary Subcommittee on Commercial and Administrative Law. The measure would require companies filing Chapter 11 to hold a hearing for all those involved before rejecting a collective bargaining agreement.

Shelby County's retirement board on Tuesday considered passing a rule change that would boost the county pension of an administrative assistant to Memphis Mayor A C Wharton, but the measure didn't pick up enough votes to pass.
The measure could still move forward to the full County Commission, despite the negative recommendation, but it's not clear whether this will happen.

In a cost-cutting measure, the Uniontown Area School Board agreed on Monday night to move the central administrative staff from its Church Street location to vacant space in Uniontown Area High School.
The school board also voted 7-2 to auction the Central Administration Building when it is vacated. The move is expected to save the school district an estimated $125,000 to $150,000 in maintenance costs each year.

In April, Rep Charles Rangel, (D-NY) introduced the Taxpayer Assistance and Simplification Act (HR 5719), which proposed to amend the tax code to require substantiation of all HSA-eligible medical expenses by a third-party administrator (TPA). HSA expenditures are presently reported by individuals to the Internal Revenue Service, which can, but is not required to, seek substantiation by audit. The bill would make HSAs subject to the same level of substantiation as Flexible Spending Accounts (FSA), an older and more restrictive tax-advantaged health care account. The addition of a TPA would add extra scrutiny of the transactions and their eligibility, but also an additional layer of administrative bureaucracy and, potentially, expense. During my term as San Bernardino City 4th Ward Councilman, I was frustrated, virtually daily, with the inability to effect common- sense changes because administrative functions were handled (or mishandled) by politicians.
Measure C would change that.
