  • As organizations evolve, a variety of procedures, planning requirements, budgetary policies, and operating guidelines are put in place in order to facilitate control of operations. The system of controls within an organization can be an important inhibitor or facilitator of a firm's strategic initiatives. Entrepreneurial initiatives represent a case in point. There is a potential for control measures to limit employee initiative and constrain ongoing entrepreneurial behavior, but also for well-conceptualized controls to incentivize and support innovation within a firm. Past attempts to link control systems to innovation and entrepreneurship have tended to examine control in uni-dimensional terms, or to examine only linear relationships between measures of control and entrepreneurship. • It's the central objection offered by critics of the overdue effort to reform Maine's K-12 school administrative system: A regional school district system will diminish local control over how schools are run. With an ear to these complaints, lawmakers on a legislative appropriations subcommittee are trying to create a better approach, one that provides an alternate way to obtain the fiscal efficiencies of consolidation while retaining a local connection with the school budgeting process.

  • Given the realities of ever-tightening public budgets and the directives inherent in the No Child Left Behind Act (2001) school districts have been required to do more (with more direct accountability) with less (funding) than ever before. These two forces are, of course, conflicting. One approach to the funding dilemma has districts consolidating schools in order to pool enrollment and resources, in an attempt to reduce pressure to increase class size that would likely reduce student achievement. Another is to create incentive contracts for teachers so that student achievement would directly affect teacher salary. We introduce monitoring technology into an agency-based model of teacher incentive contracting to determine optimal school size, bringing both sides of this debate together.
