Changing the Iowa Constitution isn't easy. Nor should it be. It's taken more than 10 years to get a few words changed to appropriately reflect the language we use today to talk about developmentally disabled people. And the job is not done yet. Now it's up to you - the voter.
Rep. Pam Jochum, D-Dubuque, began her quest in 1997 to update the section on ineligible voters, replacing the objectionable descriptors " idiot" and "insane" with the phrase "person adjudged mentally incompetent to vote." Even a subtle and reasonable change like this has to go through the process. Changes to the Iowa Constitution - even minor ones - require approval from two successive general assemblies of Iowa's Legislature and then must win approval from Iowans in a general election. That's where you come in.
