SAN BERNARDINO - Hardy L. Brown had high hopes when he helped lay the foundation of the Westside Action Group, but the early days gave him plenty of reason to doubt that the group would make it to a 40th anniversary.

According to data released Monday by the New York State Community Action Association, the group received nearly $86.8 million over the last year in funds from the American Recovery and Reinvestment Act.
