A City Council committee set up to find finalists for the city manager's post has narrowed a list of 65 applicants to three, including the current acting manager. The finalists are Pat Finnigan, the acting city manager; Julian Suso, town manager of Framingham, Mass.; and Mark Rees, the manager of North Andover, Mass.

• Blueprint Calls for 2.2 Percent Tax Hike ; After Three Years of Layoffs, Acting City Manager Pat Finnigan Says Her Aim Was to Preserve Staff and Services.

City councilors will begin to draft a budget this month from a blueprint that doesn't call for sharp cuts in spending - a big change from the past three years - or a big tax increase. The proposal from acting City Manager Pat Finnigan would push the fiscal year's municipal spending over $200 million for the first time, avoid layoffs and require a relatively small tax increase - 2.2 percent.

S. Rep. J. Randy Forbes announced recently that the U.S. Chamber of Commerce has presented him with the annual Spirit of Enterprise Award for his pro-business voting record during the second session of the 111th Congress. The Chamber's prestigious Spirit of Enterprise award, in its 23nd year, has been given annually to Members of Congress based on key business votes outlined in the Chamber's yearly publication, How They Voted. Those Members of Congress who support the Chamber's position on at least 70 percent of those votes qualify to receive the award. The Chamber scored Congress on 11 Senate and 9 House votes in 2010, including passage of a tax rate extension, health care reform, financial services reform, and legislation to promote science and math education.

PORTLAND -- Former Auburn City Manager Patricia Finnigan was recently appointed to serve as Portland's acting city manager when long-time City Manager Joe Gray retires next month. The announcement came last week from Mayor Nicholas Mavodones' office, which reported that the Portland City Council will officially appoint Finnigan during its Jan. 19 meeting.
