Thirty-six economies made it easier to pay taxes in 2007/08. As in previous years, the most popular reform feature was reducing the profit tax rate, done in no fewer than 21 economies. The second most popular was introducing and improving electronic filing and payment systems. This reform, done in 12 economies, reduced the frequency of payments and the time spent and filing returns. Eight economies reduced the number of taxes paid by businesses by eliminating smaller taxes such as stamp duties. The top 10 reformers for this year reduced the number of payments by almost half. Bosnia and Herzegovina, Bulgaria, Morocco, Mozambique and Zambia revised their tax codes (table 8.2).

Almost all states propose to spend less this year than in 2008, despite increased demand for public services. A majority propose deep cuts to education and health care spending, programs that cover the bulk of state expenditures. Meanwhile, a number of governors propose significant tax cuts for corporations for the ostensible purpose of "job creation" - even though such measures are of dubious value and push state and local budgets even further into the red. Fiscal reserves have been depleted in most states, and only a handful of governors propose to raise taxes or raise new revenues in any significant way. As of this writing, non-US companies using International Financial Reporting Standards (IFRS) are permitted to list their securities on US stock exchanges without reconciling those statements to US GAAP. In February 2010, the SEC stated that US issuers would not be required to employ IFRS until 2015 at the earliest. The SEC further stated that it would vote in 2011 whether to go forward with a mandate to employ IFRS solely or to allow firms to use either IFRS or US GAAP. Small companies increasingly use computer information systems to gather data to improve decision correctness. Therefore, it is important to determine if a type of information system is effective. We focused on systems which integrate data from multiple sources. Although unquestionably aiding large firm managers, integrated data systems may not help smaller firms. The managers may have better knowledge across functional areas. We, therefore, explore, in a small company context, the relationship among data integration systems, information availability and strategic decision correctness.
