This study focused on school-level approaches to assessment and accountability policies and practices. A national random sample of 131 (34.22%) principals from juvenile correctional schools for committed youth (JC) responded to a mail and on-line survey. No statistically significant differences existed between respondent and nonrespondent schools. Results indicated that the majority of students with or without disabilities in JC schools participated in state assessments. The most common basis of school policies for assessment accommodations was state accommodation guidelines. For most JC schools there was no process for accountability for student participation and performance on state assessments. This paper evaluates the influence of market conditions - (semi) competitive versus monopolistic markets -on (the effects of) citizen accountability on public sector organisations. Empirical material from case studies in education, healthcare, social security and land registry in the Netherlands is presented. The cases are analyzed in terms of types of citizen accountability and effects on policies of public sector organizations. The explorative research showed that Dutch public service organizations increasingly account to citizens through a variety of arrangements. Accountability is viewed as a fundamental principle of organization theory, yet theoretical and empirical research on this important construct has lagged behind its pivotal role in organizations. The present study tested portions of a model of accountability, examining job and organizational characteristics as predictors and employee influence tactics as outcomes of accountability. Accountability demonstrated significant positive relationships with hierarchical level and employee influence tactics, and a negative relationship with job ambiguity. HUD's HOME Investment Partnerships Program (HOME program or HOME) provides formula grants to states and units of local government to fund a wide range of activities directed to producing or maintaining affordable housing, both homes and rental housing. Accountability can be increased in ways that liberate people or dominate them. One achieves greater returns than one may even realize is possible. Knowing the difference and how to do it can be liberating as well. With few exceptions, one does care and wants to do what is right. However, challenging circumstances pressure people to make difficult choices. At times people react in regretful ways as they struggle with people letting them down, misinterpreting them, using them, and even betraying themus, or when they are led to expect something that does not happen. Out and out lies are perhaps the most challenging.
